What is the correct OO gauge platform height?

In real life platforms are roughly 3ft high when measured from rail height (the top surface of the rail). 


In OO scale this equates to 12mm when measured from the top of the rail. But to get the height correct for our model railway layouts, we need to take into account the height of the track itself (rails and sleepers) and also any underlay such as cork. 


If we allow 2mm for the thickness  of cork, plus 4mm for the sleepers & rails, that brings the total height OO gauge platform height to 18mm.
